On March 24, 2025, officials from the United States and Russia commenced negotiations in Riyadh, Saudi Arabia, aiming to establish a partial ceasefire in Ukraine. The initial focus of these discussions is to secure a Black Sea maritime ceasefire, facilitating the free movement of shipping and pausing hostilities in the region.

The U.S. delegation, comprising representatives from the White House and the State Department, seeks to revive aspects of the previously defunct Black Sea Grain Initiative to ensure the unimpeded flow of maritime commerce.

Russia’s delegation includes key figures from its parliament and federal security services, who have stipulated conditions such as Ukraine renouncing its NATO aspirations and withdrawing troops from territories claimed by Russia.

The talks also aim to address the protection of energy infrastructure and the return of Ukrainian children taken by Russia.
