Strengthening MDA Leadership by Dr Kenny Odugbemi

In the ever-evolving landscape of Nigerian politics, the quest for principled leadership and good governance will for a while be a perennial challenge which is surmountable.

MDA’s Leadership must understand the intricacies of public administration and also to embody the following values
Integrity
Transparency
Accountability

For a typical nation like Nigeria grappling with the challenges of poverty, inequality and vulnerability which demand a measure of empathy

Defying established financial regulations will ultimately trigger a wide alarm bell of flagrant disregard for transparency and accountability.

The emerging leadership needs of MDA’ of the following needs such as

Need to pave the way for a more equitable and political landscape

Need to review the value system of those empowered to play a significant role in reshaping the Nation’s destiny

Need to infuse unyielding commitment as a pivotal role in reshaping the success of the present administration

Need to reappraise the obscurity and luminosity of dedicated, competent capacity with unparalleled character if this administration is interested in a zero-tolerance approach

Need for ethical leadership with broader perspectives to lead the citizenship of Nigeria

The need for an unwavering commitment to the core values of transparency, accountability and responsible use of public resources

Need to lead the vulnerable on the trajectory of prosperity leveraging ethical governance with unwavering commitments to vulnerable citizens’ welfare

Politics and politicking are calling for the necessity to prioritize competence with strong moral values

A new era of prosperity and accountability must evolve to meet the challenges and aspirations of the future with a special emphasis on strong compliance with Section 713 of Nigeria’s financial fiscal allocation regulation, which prohibits government funds from being paid to any private account.

Critical fundamental gaps encouraging felonies across all MDAs

Dedication of a humongous amount of first-level activity to develop appropriate schemes

Monthly, quarterly, and annual review tracking and development reports ought to depend on funding where they are domiciled for final review

Performance management and strategic planning are nebulous, calling for the need to maintain strict surveillance of strategic and tactical plans fully domiciled by the Office of Service delivery unit in the Presidency.

There are no clear terms of what, most MDA’s assessments or evaluations are based on global key metrics for public service

There is no significant stakeholder management to address the following pressing challenges: foster coordination, advocate for the change process, review progress, strengthen global commitments with increased collaboration across subunits of MDAs and their agencies, parastatals

not establish a significant framework for monetary transaction benchmarking against service requests of the vulnerable

There exists no strategic roadmap for ethics and informed ethics as it is domiciled in MDA- interior

My suggestion

Review of budget structure across all MDAs

Escalate bicameral parochial with prejudice oversight a symptomatic corrupt tendencies

Reduce the use of bogus terms in the budget solely to loot perpetually

Swap out bogus, ambiguous and suspicious budget items bloating up recurring expenditures causing a negative impact on capital expenditures

Ministers across the MDA must stop transferring government funds to private accounts through their respective Permanent secretaries

Permanent secretaries and other staff induce new ministers to contravene processes and policy implementations which gives room for unchallenged corruption

Conclusion

All Minister must be investigated to check make financial recklessness
