Private sector actualize the purpose and goals with resilience, flexibility, agility and adaptability across sectors and through thier respective stakeholders including providing high youth and midlife employment values at all time

Nigeria economy is going through failing to failed state,in this present administration not being able to provide the following

✓broad based security protection across 6 geopolitical region including Abuja as our headquarters
✓comprehensive social welfare structure through different social intervention strategies especially for vulnerables cutting all facets of our demographic structure

Nigeria is blessed with natural mineral resources, abundant oil deposits, and versatile,skillful Workforce across all sectors

Over the years ,we were made to belief that we have bad leaders ,who are looters and usurper of good opportunities for themselves, family and political cronies, Now we are witnessing toxic followerships using derogrative words against political leaders,who are percieved to extremely corrupt,

Citizenship are now highly violent in nature,with unruly behavior with litany of insanity where we have Nigerian with psychiatric cases now in range of over 60m as reflected in 100% patronage at Yaba psychiatric till date

This surely will have residual impact on type of leadership from such a pathetic environment and uncultured society that is why we have poor, porous governance structure that encourages looting across three tiers of government
*Federal
*States
*Local government including
*Community
*Township
*Village

Action learning philosophy maintain that good citizenship produce credible leadership with good governance structure

Nigeria has being through poor governance structure till date Characterized with ethnic bigotry,and financial wrecklessness at levels looting our common patrimony with impunity because we do not have strong and punitive consequence action that is commensurate with corresponding looting taking advantage of weak antigraft institutional structure and very corrupt judicial system

It is generally percieved, civil service structure supporting the executive governance is so corrupt to the extent that nothing can be a achieved without paying bribed through thick and thin

Edu-gate of Humanitarian disaster and poverty alleviation is a typical example typical character disaster with impunity of unregulated looting through frivolous instructions of paying personal account of program officer nearly N600m to intervene across four states this shows that good academic certificates does not guarantee strong capacity, competence of character with good moral code to lead such a crucial MDA in charge with social intervention to mitigate against fuel subsidy as palliative to most vulnerables poorest of the poor among 130m multidimensionally poor people in Nigeria

Gap analysis

Induction and Retreat program was held much after the appointment of Ministers across different MDA’s to sensitize cabinet members in line with policies and guidelines

There is lack of understanding and perception of character principle across all our MDA’s and thier stakeholders affecting the principle of equity,justice and fairness in the distribution and proportional sharing of pallatives devoid of existing convulsing bureaucratic structure across our existing MDA’s

PBAT has left government over 16years as Governor in Lagos,now a strong political leader,now ultimately depend on close associates,he had developed through rank and file

Youth Minister are immatured,arrogant against Public servants who had being in service for over 35years as they will be left at mercy of thier greed and premature understanding of the policy guidelines as it relates to expenditure frame work

We now wonder the level of urgency bypassing protocols to instruct payment into personal account of Staff sum close to N600m running contrary to guidelines of having sum of 3times thier salary structure

It is also on record that the unsual a conniviance between account officer, program officer and Minister in charge

Way forward

Smoothen accountability about management of pallatives social intervention across different states to coushioning the effect of fuel subsidy removal

The reinforced need for intervention at scheduled regular interval by bureau of public procurement guidelines

The incumbent are expected to always liase with fulcrum of Secretary to Federal government avoid bypassing this office before it get to the attention of President

Conclusion

There is need to reawake the principle of character principle

Re-enacting sanctions against violating code of conduct,process, procedure and best practices

There is need to encourage robust respectful relationship between youthful Minister and other very experienced public servants of over 35years

There must be compliance at all time with regular oversight of appropriate institutions

There is the need to probe all the MDA’s to enable stream line uniqueness in area of bureaucratic default to corruptly enrich themselves
