The Independent National Electoral Commission (INEC) has announced that over 7.4 million Nigerians have completed their online pre-registration within the first eight weeks of the Continuous Voter Registration exercise.
According to the update released on Monday, a total of 7,415,760 pre-registrants were recorded between August 18 and October 12, 2025. The exercise, which continues both online and at designated physical centres, aims to expand voter participation ahead of upcoming elections.
Youth, Women Lead Participation
INEC’s data revealed that women accounted for a slight majority, with 3,877,330 participants (52.28%), while men made up 3,538,430 (47.72%). Youths aged 18 to 34 represented the largest demographic, contributing more than five million entries, a trend the Commission said demonstrates growing civic awareness among young Nigerians.
Students also featured prominently, with 1,873,848 registrations, while 168,680 Persons with Disabilities (PWDs) participated in the online phase.

Northern States Show High Turnout
Borno State led all others with 783,546 pre-registrations, followed by Osun with 632,751, and Lagos with 590,341. Other top-performing states included Kebbi (557,778) and Ogun (489,282).
The Commission noted that northern states have shown renewed mobilisation in recent weeks, thanks to community sensitisation efforts led by traditional, religious, and local leaders.
Following the top five were Kaduna (471,375), Kano (388,354), and Kogi (341,277). States such as Jigawa and Zamfara also recorded strong participation, with 257,981 and 256,025 entries respectively.
Lowest Registration Numbers
At the other end of the list, Abia recorded the lowest number of online pre-registrations with 6,038, followed by Edo (11,166) and Ebonyi (12,489). Other states with relatively low figures include Ondo (17,121) and Enugu (19,966).
Offline and Physical Registration Ongoing
INEC also released data for week seven, covering October 6–10, showing 1,502,733 Nigerians completed both online and physical registration. This figure included 878,715 online registrants and 674,018 who concluded the process in person.
Women again formed the majority with 55.14%, while men accounted for 44.86%. The youth category continued to dominate, making up over 1.1 million of the total, alongside 507,097 students and 21,244 PWDs.

INEC said participation in the North had increased sharply due to targeted awareness drives, marking a shift from the South-West’s early lead in the exercise.

The Commission reiterated its commitment to ensuring a transparent and inclusive registration process, encouraging all eligible Nigerians to take advantage of the ongoing CVR before the exercise closes.
